Meet Our Speaker

Andy Chasin

Vice President, Government Affairs, Blue Shield of California

Andy partners with regulators, policy makers, and government officials to advocate Blue Shield’s priorities, including expanded access to quality and affordable health care. Andy opened the Washington DC office for Blue Shield and leads a team in Washington DC and California working across policy areas, including supporting innovation in the payor sector. He works to advance the company’s strategic business and reputational goals relating to federal health policy and to build key health sector and government relationships. He manages external consultants, the federal grantmaking budget, and the employee PAC. He also serves as the point of contact for national and state trade organizations, including AHIP and the national Blue Cross Blue Shield Association. Andy recently led an industry effort to launch a non-profit drug company for outpatient drugs in partnership with Civica and 18 Blue Cross Blue Shield plans. He worked as a Government Relations Counsel for Kaiser Permanente before joining Blue Shield.

Prior to joining the private sector, Andy served as Health Policy Council for the Senate Republican Policy Committee. As a leadership staffer, Andy was responsible for providing Senate offices with analysis and guidance on pending health care legislation and amendments. He developed policy papers, managed external expert briefings, and provided counsel for members and staff on a wide range of health care issues, including the ACA, Medicare and Medicaid, SCHIP, and Medicare Advantage. Andy also served as Deputy Policy Counsel in the Senate Republican Conference.

Andy began his political career in his home state of Arizona, where he served on several campaigns (some successful and some not) and in the Governor’s Office as a press aide. After graduating law school from Stanford, Andy was an associate at a major DC law firm where he specialized in regulatory issues.

Andy currently resides in Washington D.C., with his wife and their two children. He is a recovering triathlete and avid biker who enjoys his frequent trips back to California.
